How to Get a Wear and Carry Permit in Maryland

Maryland does not allow permitless carry. To carry a handgun in public, you need a Wear and Carry Permit from the Maryland State Police Licensing Division, and most applicants must first complete a 16 hour in-person class.

Who Can Apply

  • You must be at least 21 years old, or an active member of the armed forces, National Guard, or uniformed services.
  • You must pass a background check covering criminal history, substance use, and any history of violence or instability.
  • You must submit LiveScan fingerprints for state and FBI checks.

Training Requirements

  • Initial permit: at least 16 hours of in-person instruction from a Qualified Handgun Instructor, completed within 2 years before you apply.
  • Classroom topics include state and federal firearm law, home firearm safety, handgun mechanisms, conflict de-escalation, anger management, and suicide prevention.
  • Every course includes a live-fire qualification on a range that shows safe handling and shooting proficiency.
  • Renewal: 8 hours of in-person instruction before each renewal.
  • Exempt from training: current or retired law enforcement officers in good standing, current, retired, or honorably discharged members of the armed forces or National Guard, and Qualified Handgun Instructors.

How to Apply

  1. Complete the 16 hour course and get your signed MSP 29-14 Certified Qualification Score Sheet.
  2. Get LiveScan fingerprints and keep the receipt.
  3. Create an account on the Maryland State Police Licensing Portal.
  4. Upload your score sheet (or exemption proof), fingerprint receipt, and a color passport-style photo.
  5. Complete the application and pay the fee by Visa or MasterCard.
  6. Watch for an email decision. If approved, your permit card and approval letter arrive by mail.

Cost

The initial application fee is $125 and renewal is $75. Replacement and modification each cost $20. Fees are non-refundable, and fingerprinting and class tuition are paid separately. The first permit is valid until the last day of your birth month 2 years after issuance, and each renewal adds 3 years.

Carry Rules to Know

  • Guns are banned in schools and preschools, health care facilities, government buildings, college and university buildings, polling places, mass transit, state parks and forests, museums, stadiums, racetracks, amusement parks, casinos, bars and restaurants serving alcohol for on-site use, and within 1,000 feet of a public demonstration. The Fourth Circuit upheld these in January 2026.
  • You may not carry into another person's home without the owner's express permission.
  • The rule banning carry on private property open to the public without the owner's consent was struck down by the Fourth Circuit, and Maryland dropped its Supreme Court appeal in August 2026. A business can still tell you not to carry there.
  • Breaking a location rule is a misdemeanor punishable by up to 1 year in jail, a $1,000 fine, or both.

Does Maryland Have Permitless Carry?

No. Maryland does not have permitless carry. You need a Wear and Carry Permit from the Maryland State Police to wear, carry, or transport a handgun in public outside of limited exceptions set in state law.

How Long Does It Take to Get a Maryland Carry Permit?

The Maryland State Police Licensing Division aims to issue a final decision within 90 days of receiving a complete application. Plan for about 90 days for a new permit, 90 days for a renewal, and 30 days for a replacement.

How Old Do You Have to Be to Carry a Gun in Maryland?

You must be at least 21 years old to get a Wear and Carry Permit. Active members of the armed forces, National Guard, or uniformed services may apply under 21.

How Do You Renew a Maryland Wear and Carry Permit?

Start your renewal in the Licensing Portal up to 90 days before expiration, complete an 8 hour renewal class unless you are exempt, upload the signed MSP 29-14 score sheet, and pay the $75 fee. Submit at least 14 days before expiration so you can keep carrying while it is reviewed. Renewals are valid for 3 years. If your permit has already expired, you must reapply as a new applicant with full training and fingerprints.

Do You Need a Holster to Carry in Maryland?

Maryland law does not require a holster when you carry with a Wear and Carry Permit. A holster is still the safest way to carry, because it protects the trigger, keeps the gun in place, and gives you a consistent draw. If you carry, choose one that covers the trigger guard completely and holds the gun securely, like a KYDEX holster molded to your exact gun.
