How to Get a Pistol/Revolver License to Have and Carry Concealed in New York

New York does not allow permitless carry. You need a pistol/revolver license to "have and carry concealed" from your local licensing officer: the NYPD License Division in New York City, the Police Commissioner in Nassau, the Police Commissioner or Sheriff in Suffolk, and a county judge elsewhere.

Who Can Apply

  • Be at least 21, unless you are an honorably discharged member of the US armed forces or New York National Guard.
  • Be of good moral character and pass a fingerprint background check.
  • Provide four character references and list the adults living in your home.
  • New York residency is not required.

Training Requirements

Every concealed carry applicant must complete 18 hours of training with a duly authorized instructor, following standards set by the State Police and DCJS.

  • 16 hours of in-person classroom instruction, including holster selection and retention.
  • A written test with a minimum score of 80%.
  • 2 hours of live-fire range training.
  • A live-fire test: draw from concealment and re-holster unloaded, then fire five rounds at 4 yards with four on target.
  • Licensing officers may credit some or all of a firearm safety course completed in the past 5 years.

How to Apply

  1. Complete the 16-hour classroom and 2-hour live-fire course and keep your certificate.
  2. Get the application (State Police form PPB-3) from your county licensing officer, or apply online with the NYPD License Division in New York City.
  3. Submit the application with your references, household information, fingerprints, and fees.
  4. Attend an in-person interview with the licensing officer or a designee.
  5. Wait for a decision, due within six months unless the officer gives written notice of good cause for delay.

Cost

Fees vary by county. In most counties the license fee is set locally between $3 and $10, plus fingerprinting fees. New York City charges a $340 application fee plus an $88.25 fingerprint fee. Nassau and Westchester set their own fees. Training prices are set by each instructor.

Carry Rules to Know

  • Licenses issued outside New York City are not valid in the city without a special permit from the NYPD Police Commissioner.
  • Carry is a felony in sensitive locations, including government buildings, schools, health care facilities, places of worship, public parks, public transit, bars serving alcohol, stadiums and theaters, polling places, protests, and Times Square.
  • The ban on carry in businesses open to the public without owner consent is blocked by a federal court and not enforced, but owners can still prohibit guns.
  • Licenses from New York City, Westchester, Nassau, and Suffolk are renewed every 3 years; others are recertified with the State Police every 3 years.
  • A gun left unattended in a vehicle must be unloaded and locked in a hidden, tamper resistant container.

New York CCW FAQs

How Much Does a Concealed Carry License Cost in New York?

It depends on where you apply. In most counties the license fee is set by the county between $3 and $10, plus fingerprinting fees. In New York City the application fee is $340 and the fingerprint fee is $88.25. Nassau and Westchester counties set their own fees. The required 18-hour training course is an added cost, priced by each instructor.

How Long Is the New York Concealed Carry Class?

The required course is 18 hours: 16 hours of in-person classroom instruction and 2 hours of live-fire range training. You must score at least 80% on a written test and pass a live-fire assessment in which you draw from concealment and fire five rounds at 4 yards, putting at least four on target.

Does New York Have Permitless Carry?

No. New York does not allow permitless carry. You need a pistol/revolver license to have and carry concealed. A premises license only covers your home or business and does not let you carry in public.

How Long Does It Take to Get a Concealed Carry License in New York?

By law, the licensing officer must approve or deny a complete application within six months. The officer may take longer only for good cause and must notify you in writing of the reasons for the delay.

How Old Do You Have to Be to Carry a Gun in New York?

You must be at least 21 to get a New York concealed carry license. Honorably discharged members of the US armed forces and the New York National Guard may apply younger.

Is a New York Carry License Valid in New York City?

Not automatically. A license issued outside New York City is not valid in the city unless the NYPD Police Commissioner issues a special permit. New York City residents apply directly to the NYPD License Division, which charges a $340 application fee and an $88.25 fingerprint fee and requires renewal every 3 years. Outside the city, Nassau, Suffolk, and Westchester licenses also expire every 3 years, while licenses from other counties do not expire but must be recertified with the State Police every 3 years.

Do You Need a Holster to Carry in New York?

New York's Penal Law does not set out a specific holster requirement for license holders, but the state-required training covers holster considerations and retention, and the live-fire test requires you to draw from concealment and re-holster safely. A good holster protects the trigger, keeps the gun in place, and lets you draw and re-holster with control. When picking a holster, choose one that covers the trigger guard completely and holds the gun securely, like a KYDEX holster molded to your exact gun.
